Update Makefile - better convey intentions when running 'retrieve' target - consistent call as module. - clean-up to use current conventions. - perform PyQA actions on project modules/files as a whole (flake8, pylint, mypy)Added mypy cache to gitignore and to project cleaning.

Correct error in retrieve - wrong output folder name being used. Method created to consistently retrieve correct path to warehouse data store.Update all headers to current year.
Reworked retrieve/ebuild methods so that only a package name (or series of package names) are required.
